The members of the Independent Citizens' Oversight Committee have volunteered to monitor and publically report on the continuing performance and progress of the overall bond program. This committee will report its findings to the Board of Education and the public to ensure that all school bond funds are expended in a manner as intended by the voters, while overseeing that the projects are completed wisely and efficiently.

The Prop T Independent Citizens’ Oversight Committee (ICOC) is dedicated to bringing you the latest information on Prop T — the $98 million voter approved measure to construct needed new and renovated projects at Escondido High School, Orange Glen High School, San Pasqual High School and a new high school for 500–800 students.
To ensure that the proceeds from the sale of school facilities bonds are used for specified school facility projects, the ICOC will oversee the preparation and reporting of an annual independent financial audit and a separate independent performance audit until all the proceeds have been expended for the specified school facility projects.
