EUHSD Public Works Contract Process

Public Works & CUPCCAA:

As of December 18th, 2018, Escondido Union High School District became a member of California Uniform Public Construction Cost Accounting Act (CUPCCAA for short). The District is now governed by the Public Contract Code that pertains to CUPCCAA.

CUPCCAA:
If you or your department knows of a specific contractor that would be interested in bidding an upcoming project, they are required to do the following:

PUBLIC WORKS PROJECT:PCC [20117 (b), 20651 (b)]
A public works project refers to:

  • Construction, alteration, demolition, installation, maintenance, or repair work,
  • Done under contract, and
  • Paid for in whole or in part out of public funds

It can include preconstruction and post-construction activities related to a public works project.

Under $75,000 Project Requirements:

<$25,000.00: California State Contractors License, Dept. of Industrial Relations registration, valid Insurance at contractually stated thresholds, and maintained CUPCCAA registration annually.

$25,000.00 to < $75,000.00: California State Contractors License, Dept. of Industrial Relations registration, Performance & Payment Bonds, valid Insurance at contractually stated thresholds, and maintained CUPCCAA registration annually.

$75,000.00 – <$219,999.99 (if all bids exceed $220,000.00, may award up to $235,000.00 with special Board resolution) Informal Bidding Process and Requirements:

Process: Project is advertised on the EUHSD Bids website and notifications sent to only CUPCCAA approved contractors.

$220,000.00+ Formal Bidding Process and Requirements:

Process: Project is advertised on EUHSD Bids website. Additionally, project is published twice in The Daily Transcript and on the local Associated General Contractors of America chapter's website.

Requirements: outlined in formal procurement documents.
