McKinney-Vento Services for Homeless Youth and Families

Our Commitment

 

The Escondido Union High School District (EUHSD) is committed to ensuring that every student—regardless of their housing situation—has equal access to a high-quality education.
Under the McKinney-Vento Homeless Assistance Act, students experiencing homelessness have specific educational rights and protections designed to remove barriers to enrollment, attendance, and success.

 

If you feel you qualify for McKinney Vento status, please fill out the Housing Questionnaire Form and submit it to your student's school. Spanish Version of Housing Questionnaire Form.

 

Educational Rights of Homeless Youth

 

Students who are experiencing homelessness have the right to:

  • Immediate Enrollment: Students can enroll and attend school right away, even without documents such as proof of residency, immunization records, or birth certificates.
  • School Stability: Students may remain in their school of origin (including preschool) if it is in their best interest, even if their living situation changes.
  • Transportation: Schools must provide transportation to and from the school of origin when requested.
  • Full Participation: Students must be able to take part in all programs and activities, including extracurriculars, sports, credit recovery, nutrition programs, language services, special education, and before- and after-school programs.
  • Confidentiality: Information about a student’s living situation is protected under FERPA and is kept confidential.


Definition of Homelessness

 

A student is considered homeless if they lack a fixed, regular, and adequate nighttime residence. This includes children and youth who are:

  • Sharing housing due to loss of housing or economic hardship
  • Living in motels, hotels, trailer parks, or camping grounds
  • Staying in emergency shelters or transitional housing
  • Living in cars, parks, or other public spaces not designed for housing
  • Unaccompanied youth living apart from parents or guardians

 

Our goal is to assume best intentions, ensure dignity, and remove barriers to enrollment and success.

 

 

Enrollment Process



  • A parent, caregiver, or unaccompanied youth can enroll a student immediately.
  • Families complete a Housing Questionnaire during registration or when a housing change occurs.
  • Documentation is kept confidential and stored separately from the student’s cumulative file.

 

Graduation Support

 

Under AB 1806/216, students who experience school changes after their second year and are credit-deficient may qualify for a Modified Graduation Plan (also known as a “130 Plan”).
 The district will:

  • Review eligibility within 30 days of enrollment
  • Work with students and families to develop an academic plan
  • Monitor progress and provide supports as needed

EUHSD partners with community organizations to provide essential supports for McKinney-Vento students:

  • Education COMPACT – Available at all campuses
  • Interfaith Community Services – Direct support at Orange Glen High School
  • San Diego County HHSA FASE Program – Full-time foster and homeless youth support
  • SDCOE Backpacks & Supplies, Church of Rancho Bernardo Hygiene Kits, Operation School Bell, and Operation Duffel Bag gifts for graduating seniors

 

College & Career Pathways

 

Our McKinney-Vento students also have access to:

  • Transitional housing programs (Education COMPACT, YMCA)
  • Job Corps (free housing, training, and education)
  • Chafee Grant and other scholarships for college-bound youth
